Sanctions screening: data sources and refresh schedule
This page is the platform documentation for the Oulution sanctions screener: the official lists it checks, where each list comes from, how often the platform refreshes them, how every result records the copy of each list it used, and what a result does and does not mean. 中文版本见下文; the English version controls.

- UK. On 28 January 2026 the UK Sanctions List became the only UK sanctions list, replacing the Consolidated List published by HM Treasury's Office of Financial Sanctions Implementation (OFSI). Where an agreement or an earlier document refers to the "UK OFSI" list or the "OFSI Consolidated List", the platform screens the UK Sanctions List.
- EU. Since 29 September 2026 the European Commission makes the Financial Sanctions Files available to registered EU Login users only. The platform downloads them with registered access.
- A list that cannot be loaded is named on every result as not screened. It is never reported as "no match".
- Not screened: OFAC's Sectoral Sanctions Identifications (SSI) List and its other non-SDN lists, the US Commerce Department's Entity List, other national lists, company registries and adverse media.
2. Refresh schedule
- The platform checks the official source of each list every 6 hours, and loads the new copy whenever the published file has changed.
- If a download fails, screening continues on the copy already in use, and the platform tries again every 10 minutes. Every result shows when that copy was published and when its source last confirmed it.
- A copy that its source has not confirmed for 48 hours is marked as stale on every result, and our operations team is alerted.
- A downloaded file that is incomplete or unreadable, or that has more than 20% fewer records than the copy in use, is not loaded; the copy in use stays in place.
3. The version in every result
Every screening result states, for each list:
- the publication date or generation time that the list file itself gives;
- when the platform last confirmed that copy with the list's source;
- the number of records in it; and
- the SHA-256 fingerprint of the file.
The platform also keeps a record of each copy of each list, with the dates it was first and last seen, so the copy in force at any time can be identified later.
4. How names are matched
- Names are compared after normalisation: case, accents and punctuation are ignored, and legal-form words such as Company, Limited, JSC or 有限公司 are set aside.
- Every name and alias a list gives is compared, in every script the list gives it. Each match states the listed name and the name variant that matched.
- Matches are graded strong (similarity 90 or more), possible (80 to 89) or low similarity. A match that rests only on generic words, such as place names or words like Bank, Oil or Trading, or only on a small part of a longer listed name, is low similarity.
- A Chinese name is compared as written with the Chinese-script names on the lists, and in romanised form (pinyin, with common company words such as 银行 or 船务 translated) with the Latin-script names. Romanisation is automatic and may differ from the form a list uses, so the registered English name should be screened as well.
5. Counting screenings
Where a plan includes a number of screenings, one screening is one counterparty screened for the first time in the term, together with the names screened in its ownership chain. Screening the same counterparty again within the term, and names screened inside a chat conversation, are not counted.
6. What a result means
- Screening is against the lists named on this page only.
- Every result requires human review before anyone relies on it. A result is information, not legal advice.
- A result with no match is not a clearance. It means that no listed name met the matching rules on the copies of the lists screened.
- A name screen does not establish ownership or control. It does not apply rules that extend sanctions to entities owned or controlled by listed persons, such as OFAC's 50 Percent Rule.
- Sanctions lists change, sometimes daily. A designation, amendment or delisting made after the copy screened was published is not reflected in the result.
7. Changes to this page
We update this page when a source, the refresh schedule or the matching changes. The date at the top of the page shows the last update. Questions: info@oulution.ai.

- 英国：2026 年 1 月 28 日起，英国制裁名单成为英国唯一的制裁名单，取代英国财政部金融制裁执行办公室（OFSI）发布的综合名单。协议或此前文件提到「UK OFSI」名单或「OFSI 综合名单」的，平台比对的是英国制裁名单。
- 欧盟：2026 年 9 月 29 日起，欧盟委员会只向注册的 EU Login 用户提供金融制裁文件。平台以注册账户下载。
- 无法加载的名单会在每个结果中标明「未比对」，绝不会显示为「无命中」。
- 不在比对范围内：OFAC 行业制裁识别（SSI）名单及其他非 SDN 名单、美国商务部实体清单、其他国家的名单、公司登记信息和负面新闻。
2. 刷新频率
- 平台每 6 小时检查一次各名单的官方来源，发布的文件有变化就载入新版本。
- 下载失败时，继续用正在使用的版本筛查，并每 10 分钟重试一次。每个结果都注明该版本的发布时间，以及来源最近一次确认它的时间。
- 超过 48 小时未得到来源确认的版本，会在每个结果中标为「过期」，同时通知我们的运维团队。
- 下载的文件不完整、无法读取，或记录数比正在使用的版本少 20% 以上的，不会载入，继续使用原版本。
3. 每个结果记录的版本
每个筛查结果都逐个名单注明：
- 名单文件自身标明的发布日期或生成时间；
- 平台最近一次向来源确认该版本的时间；
- 该版本的记录数；
- 文件的 SHA-256 指纹。
平台还会记录每个名单的每一个版本，以及首次和最后一次见到它的日期，以便事后查明任一时点使用的是哪个版本。
4. 名称怎么比对
- 比对前先统一名称写法：不区分大小写，忽略重音符号和标点，并把 Company、Limited、JSC、有限公司等表示公司类型的词放在一边。
- 名单给出的每个名称和别名都参与比对，包括名单给出的各种文字写法。每条命中都注明名单上的名称，以及命中的是哪个写法。
- 命中分为强（相似度 90 及以上）、可能（80 至 89）和低相似三档。只靠通用词（地名，或 Bank、Oil、Trading 这类词）相同，或只占较长名称一小部分的命中，归为低相似。
- 中文名称既按原文与名单上的中文名称比对，也转为拼音（并把银行、船务等常见公司用词译成英文）与拉丁字母名称比对。拼音转换是自动的，可能与名单采用的拼写不同，因此还应同时筛查其注册英文名称。
5. 筛查次数怎么计算
套餐含有筛查次数的，在合同期内首次筛查一个交易对手（连同其股权链上筛查的名称）计为一次。同一合同期内再次筛查同一交易对手，以及在对话中筛查的名称，不计次数。
6. 结果的含义
- 筛查只针对本页列出的名单。
- 每个结果在使用前都须经人工复核。结果是信息，不是法律意见。
- 「无命中」不等于未受制裁，只表示在所比对的名单版本上，没有名称符合比对规则。
- 名称筛查不能确定所有权或控制关系，也不适用把制裁延伸到被列名人士所拥有或控制实体的规则（例如 OFAC 的 50% 规则）。
- 制裁名单经常变动，有时每天都有变化。所比对版本发布之后的列入、修改或除名，不会反映在结果中。
