CBP is rejecting roughly one in six CAPE declarations, mostly on line-level mismatches against the original 7501 — HTS, value or quantity. A single bad line rejects the whole declaration, and an accepted declaration cannot be amended afterwards. The engine reconciles every client entry against the original 7501 and reports exactly which line mismatched and why.
Plans are sized by how many client EINs they carry: the base broker plan covers up to 25 client EINs with 3 seats and 500 entries a month, and Broker Pro covers up to 100 client EINs with 10 seats and 2,500 entries a month.
